Founded on February 27, 1873 and inaugurated in 1919. It has 82 thousand volumes of books to which we must add another 260 thousand copies of newspapers and magazines

This building was started in 1912 and opened 1919. Was lifted in areas with tax dollars but don Santiago Severin Espina, who was a prominent philanthropist. He directed the work the architect Augustus Grige. Among the collections are the famous Mexican calendar Borgiano nineteenth century, the first edition of "Blue" de Rubén Darío, of more than 100 years ago, published in Valparaiso, "Don Quixote" with illustrations by Gustavo Dore.Santiago Severin: son a Danish marine, who practiced the principles of love for his hometown in altogrado, died on March 17, 1920, on reaching 44 years, since he was born in 1876.
